All documents issued by the NATVI Foundation, e.g. identification cards remain ultimately the property of the NATVI Foundation and must be returned upon formal request by an NATVI Foundation official.
The issuance of passports, other travel documents and visas to private individuals is exclusively a function of the national authorities of sovereign states. The only travel documents issued by NATVI Foundation are those meant exclusively for the use of the diplomatic corps while on official mission for the organisation . Such documents, called Laissez-Passers, are used in conjunction with national passports of the diplomatic corps travelling for official purposes, purely for identification purposes at meetings and conventions. The issuance of Laissez-Passers to other people under ROL's care, are purely as a secondary proof of identity, and are NOT used for international travel.
NATVI Foundation makes no claim over the validity for use of such documentation in any particular geographical domain unless there is de jure recognition by such a domain. The issue of such documentation by NATVI Foundation is based on good faith adherence of the UN Universal Declaration of Human Rights and UNHCR Convention relating to the Status of Refugees (UN/28/07/1951). Such documentation should be viewed as secondary proof of identity and/or emergency travel identity.
